Listing myriad internal issues, town manager restructures planning department

The Bar Harbor Planning Department is experiencing some restructuring as the town heads into fiscal year 2013. A number of issues precipitated the shakeup, according to a memo from the town manager to town officials, and during the first in a series of budget workshops, town councilors cut money to fund the now-vacant town planner position.
