Councillors heard nearly three hours of public comment on a proposal to cap daily cruise passenger landings, a measure that would bite hardest in May and October when several vessels often call on the same day.
Supporters framed the cap as a question of what the pier and the downtown grid can absorb. Opponents, chiefly retailers, argued the shoulder calls are what carry them between seasons.
No vote was taken. The council asked for a revised draft before the next meeting.
