A shrinking groundfishing fleet in the Northeast and increasing evidence of consolidation of the resource to large boats has prompted the New England Fishery Management Council to move forward on actions designed to protect fleet diversity and slow further consolidation.
At its Sept. 26-29 series of meetings, the NEFMC said the issues will be addressed in Amendment 18 to the Groundfish Management Plan.
